Abstract

The rule "What Cannot Be Fully Attained Should Not Be Completely Abandoned" is one of the fundamental principles in Islamic jurisprudence, which has significant applications in social and political matters. This rule is especially important in social policy-making and decision-making related to the distribution of limited resources. This article explores the jurisprudential and practical analysis of this rule, focusing on its role in shaping social policies under conditions of limited resources and capabilities. Comparative studies show that this rule holds a significant place in different Islamic sects and can be used as a practical tool to address contemporary social issues. Furthermore, the relationship between this rule and principles such as justice, human dignity, and the fulfillment of basic societal needs is also examined. Finally, this article provides recommendations for effectively utilizing this rule in social policy-making and discusses the challenges and limitations associated with its application. Overall, the findings suggest that the application of this rule requires an interdisciplinary and scientific approach to help improve social conditions and promote social justice.
