دولت‌ها مسئولیت حیاتی در قبال حفظ جان پناهجویانی دارند که به منظور مهاجرت از طریق دریا اقدام می‌کنند و اغلب از کشتی‌ها و قایق‌های ناامن استفاده می‌کنند. این مسئولیت به‌طور بنیادی به پایبندی آن‌ها به اصول حقوق بشر مرتبط است. مسأله اصلی این است که دامنه تعهدات بین‌المللی دولت‌ها فراتر از عملیات نجات صرف چیست؟ سوال تحقیق این است: مسئولیت‌های چندگانه دولت‌های ساحلی در اطمینان از ایمنی و رفاه پناهجویان در طول سفرهای خطرناک چیست؟ فرضیه این است که دولت‌های ساحلی دارای وظیفه قانونی و اخلاقی برای ارائه کمک‌های جامع، شامل مداخلات نجات‌دهنده، کمک‌های پزشکی و تدابیر امنیتی برای افرادی که در دریا در خطر هستند، می‌باشند. این مطالعه به‌منظور روشن‌سازی این مسئولیت‌ها از روش‌شناسی توصیفی-تحلیلی مبتنی بر پژوهش گسترده کتابخانه‌ای استفاده می‌کند. یافته‌ها نشان می‌دهد که در حالی که دولت‌های ساحلی تعهدات خود را به رسمیت می‌شناسند، در اجرای تدابیر ایمنی مؤثر برای پناهجویان هنوز خلاء‌هایی وجود دارد.
