Analysis of the Conflicts Between UNESCO’s Education 2030 Framework and the Macro-Rules of Imami Jurisprudence in the Educational System of the Islamic Republic of Iran

The educational system of the Islamic Republic of Iran, which is grounded in jurisprudential foundations and Islamic-Iranian values, stands in opposition to the secular and universalist approach of UNESCO’s Education 2030 Framework. Using a descriptive-analytical method and drawing on library-based sources, this study examines the conflicts arising from the implementation of this framework from the perspective of macro-jurisprudential rules. The findings indicate that implementation of this framework conflicts with five major jurisprudential rules: the rule of “negation of domination,” due to the creation of epistemic, managerial, and legislative domination; the rule of “preservation of the system,” because of consequences such as identity crisis, generational rupture, and disruption of the family institution; the rule of “no harm,” due to serious damage to religious-national identity and the independence of educational governance; the rule of “no hardship,” because it creates value duality in the sphere of education; and the rule of “justice,” due to the emergence of epistemological and cultural conflicts as well as the unjust allocation of resources. Consequently, the implementation of the Education 2030 Framework in Iran’s educational system is considered to lack religious legitimacy because of its structural conflicts with jurisprudential standards, thereby revealing the necessity of designing indigenous models based on Islamic jurisprudence to achieve educational objectives within the framework of national and religious values. This study emphasizes the need to reconsider the acceptance of international documents without adapting them to the country’s jurisprudential and cultural foundations.
