States have a vital responsibility to protect the lives of asylum seekers who attempt migration by sea, often using unsafe ships and boats. This responsibility is fundamentally linked to their adherence to human rights principles. The main issue is: what is the scope of states' international obligations beyond mere rescue operations? The research question is: what are the multiple responsibilities of coastal states in ensuring the safety and welfare of refugees during perilous journeys? The hypothesis posits that coastal states have a legal and ethical duty to provide comprehensive assistance, including rescue interventions, medical aid, and security measures for individuals at risk at sea. This study employs a descriptive-analytical methodology based on extensive library research to clarify these responsibilities. Findings indicate that while coastal states recognize their obligations, gaps still remain in the implementation of effective safety measures for refugees.
