Journal Article 1405 02 19 <p>The Special Police for Children and Adolescents, as one of the key components of differentiated juvenile justice, performs a fundamental role that extends beyond conventional law-enforcement functions to encompass the prevention of juvenile delinquency and the protection of victims. This study aimed to examine the preventive strategies employed by the Special Police for Children and Adolescents in addressing delinquency. The present research adopted a documentary and descriptive-analytical approach and was conducted through library-based research and the examination of domestic legal texts. The findings indicate that this institution can intervene effectively at three levels of prevention. At the level of primary prevention, it operates through educating and raising awareness among families and promoting socialization in schools and neighborhoods. At the level of secondary prevention, it contributes through the early identification of children at risk, the provision of supportive and counseling interventions, and the prevention of premature entry into formal criminal justice proceedings. At the level of tertiary prevention, it employs corrective, educational, and rehabilitative measures aimed at preventing recidivism. In addition, through a sensitive and specialized approach, the Special Police helps prevent the secondary victimization of affected children, particularly in cases involving violence and abuse. The effective realization of these objectives depends on strengthening intra-organizational capacities, including specialized training, structural and operational resources, and the development of practical protocols, as well as reinforcing inter-organizational linkages through multi-agency cooperation with the judiciary, the education system, welfare organizations, and non-governmental organizations. Such measures can contribute to safeguarding the best interests of the child and promoting restorative justice.</p> <p>پلیس ویژه اطفال و نوجوانان به عنوان یکی از ارکان کلیدی دادرسی افتراقی، فراتر از کارکرد صرفاً انتظامی، نقشی بنیادین در پیشگیری از بزهکاری و حمایت از بزه‏دیدگان ایفا می‌کند. این پژوهش با هدف بررسی راهبردهای پیشگیرانه پلیس ویژه اطفال و نوجوانان از بزهکاری انجام شد. روش تحقیق حاضر به صورت اسنادی و توصیفی – تحلیلی می باشد که با مطالعه ی روش کتابخانه ای و بررسی متون حقوقی داخلی انجام شده است. یافته‌های این پژوهش نشان می‌دهد که این نهاد در سه سطح پیشگیرانه مداخله مؤثر دارد: در سطح پیشگیری اولیه، از طریق آموزش و آگاه‌سازی خانواده‌ها و جامعه‌پذیری در مدارس و محلات؛ در سطح پیشگیری ثانویه، با شناسایی زودهنگام کودکان در معرض خطر، انجام مداخلات حمایتی–مشاوره‌ای و ممانعت از ورود زودهنگام به فرایند رسمی کیفری؛ و در سطح پیشگیری ثالثه، با اتخاذ تدابیر اصلاحی، تربیتی و بازپرورانه جهت جلوگیری از تکرار جرم. علاوه بر این، پلیس ویژه با رویکردی حساس و تخصصی، مانع از بزه‌دیدگی ثانویه کودکان آسیب‌دیده (به‌ویژه در موارد خشونت و سوءاستفاده) می‌شود. تحقق کارآمد این اهداف منوط به ارتقای ظرفیت‌های درون‌سازمانی (آموزش‌های تخصصی، تجهیز ساختارها و تدوین پروتکل‌های عملیاتی) و تقویت پیوندهای برون‌سازمانی (همکاری چندنهادی با دستگاه قضایی، آموزش‌وپرورش، بهزیستی و سمن‌ها) است؛ امری که می‌تواند متضمن منافع عالی کودک و ارتقای عدالت ترمیمی باشد.</p> https://jecjl.com/index.php/jecjl/article/download/716/475
