However, this study, while acknowledging the significance and necessity of this duty, aims to elucidate and examine the impact of citizens’ roles and participation in achieving desirable and sustainable security. Undoubtedly, security that stems from the collaboration, empathy, and synergy of various social groups with security institutions is enduring and resilient. Given that there are numerous commonalities—particularly in some key areas of human rights such as the right to life, human dignity, the right to liberty, and the rights to education and upbringing—between Islamic human rights and what is referred to as universal human rights, despite the foundational and ideological differences between them and what we consider as the “rights of the nation” based on the Constitution of our country, and despite the fact that this issue has become a point of pressure, negotiation, and exploitation by major powers, it is essential to design a model encompassing explanatory, defensive, and offensive approaches for interaction within this framework. Clarifying common principles and establishing grounds for joint cooperation—while avoiding insistence on exchanging points of divergence—provides a context for reducing conflicts. Consequently, human rights and human security, due to their shared focus on a common subject—namely, "human dignity" and the development of various dimensions of human life including individual, social, and international aspects—possess the potential for mutual reinforcement and synergy. Human rights provide the necessary legal and juridical foundations for realizing human security strategies, namely "protection" and "empowerment." In return, human security, by emphasizing the operational dimensions of international human rights instruments—especially economic, social, and cultural rights and the securitization of certain shared concerns with human rights—offers the necessary support for goals explicitly stated in global human rights instruments.</p> <p>تأمین امنیت افراد در جامعه با رعایت اصول حقوق بشری از وظایف حاکمیت می‌باشد. لکن در این تحقیق ضمن اشاره به اهمیت و ضروت این وظیفه قصد تشریح و تأثیر نقش و مشارکت مردم در تحقق امنیت مطلوب و پایدار داریم. قطعاً امنیتی که برگرفته از همراهی، همدلی و هم افزایی اقشار مختلف جامعه با نهادهای متولی امنیت باشد پایدار و خدشه ناپذیر است. از آنجا که، مشترکات فراوان به ویژه در برخی از مقوله‌های مهم حقوق بشری از جمله حق حیات، کرامت انسانی، حق آزادی، حقوق تعلیم و تربیت و… بین حقوق بشر اسلامی و آنچه که از آن به عنوان حقوق بشر جهانی یاد می‌شود وجود دارد، علی‌رغم تفاوت‌های مبنایی و بنیادی با حقوق بشر اسلامی و آنچه که ما به عنوان حقوق ملت بر مبنای قانون اساسی کشورمان به آن باور داریم و به رغم اینکه نقطه فشار و چانه زنی و سوء استفاده قدرت‌های بزرگ قرار گرفته، طراحی مدلی که در برگیرنده شیوه‌های تبیینی، دفاعی و تهاجمی باشد برای تعامل در چارچوب آن ضروری است. تبیین اصول مشترک و ایجاد زمینه‌های همکاری مشترک و پرهیز از اصرار بر تبادل نقاط افتراق زمینه را برای کاهش تعارضات فراهم می‌کند. در نتیجه حقوق بشر و امنیت انسانی به علت آنکه بر موضوعی واحد، یعنی «کرامت انسانی» و توسعه ابعاد مختلف زندگی بشری اعم از فردی، اجتماعی و بین المللی متمرکز هستند، توانایی همپوشانی و تقویت یکدیگر را دارند. حقوق بشر بسترهای حقوقی و قانونی لازم برای تحقق استراتژی‌های امنیت انسانی، یعنی «حمایت» و «توانمندسازی» را فراهم می‌کند و متقابلاً امنیت انسانی با تأکید بر جنبه‌های عملیاتی اسناد جهانی حقوق بشر، به طور خاص حقوق اقتصادی، اجتماعی و فرهنگی و امنیتی سازی، برخی دغدغه‌های مشترک با حقوق بشر، از اهداف مصرح در اسناد جهانی حقوق بشر حمایت‌های لازم را به عمل می‌آورد.</p> https://jecjl.com/index.php/jecjl/article/download/236/205
